Requirements: Matric plus NQF level 7/ Bachelor’s Degree in Fire Technology, Disaster Management, Emergency Management, or relevant qualification, coupled with a minimum of 5 years experience at a middle/senior managerial level in a recognized fire service, or disaster management-related field. Furthermore, the recommended candidate will be required to produce his/her SMS Pre-entry certificate as offered by the National School of Governance (NSG) before the appointment is made. Duties : Oversee the implementation of Fire and Rescue Risk reduction and planning through the development and implementation of functional risk reduction mechanisms; Manage pre-Fire and Rescue response activities through the development and implementation of functional response mechanisms and incident management systems for the province; Oversee the development of fire risk assessments, risk reduction strategies, bylaws, research, public education and awareness and other related functions that support effective coordination of proactive Fire Services in the province; Manage the functionality of Provincial Fire Service Coordinating Structures which include the Fire and Emergency Service Heads Committee; Oversee the functionality of Fire Service working groups, task teams as well as related support structures and activities; Oversee and ensure effective technical and logistical support for all Fire Service coordinating structures, task teams and working groups; Establish and oversee functional Steering Committees which monitor funding for Fire Services in the province; Manage the provision of support, assistance and advice to oversight structures and programs; Support the functionality of national and municipal oversight structures; Develop provincial regulations, policies, standards and guidelines; Establish provincial fire service monitoring systems; Mange the submission of reports to provincial oversight structures; Render support and cooperative and administrative guidance to municipalities through providing technical advice and supporting municipal fire service initiatives; Oversee provincial support activities for municipal Proactive Fire Service activities including PIER and rural fire fighting support programs; Oversee provincial support activities for municipal fire and rescue pre-response, response and post-response activities; Manage grant funding activities for municipal fire and rescue services in the province, including the utilisation of grants; Secure, recommend and allocate grant funding for municipal fire services in the province; Manage the implementation and compliance by municipalities to Fire Service legislation, regulations, standards and policies; Manage the development and effective operability of MOU/MAA (Mutual Assistance Agreement) between municipalities; Oversee, monitor and support the coordination of USAR functional activities such as training, exercises and meetings; Oversee the development of a comprehensive document management system for USAR in the Province; Manage the development and implementation of USAR specific MOU/MAA; Oversee the management of logistics and technical arrangements to ensure the functionality of the USAR Team; Manage the USAR classification and reclassification process; Manage the USAR deployment activities; Act as a provincial focal point for USAR; Manage monitoring and evaluation of Fire Services legislative compliance by municipalities and relevant stakeholders such as designated Fire Services and rural fire fighting support services; Monitor and evaluate the utilisation of provincial grants and other funds allocated for fire services in the province; Evaluate the effectives of provincial interventions including funding and risk reduction; Oversee the process to monitor and evaluate the capacity of municipalities to render the fire services function and make recommendations; Manage the process to evaluate the effectiveness of MOU/ MAA; Manage the development of regulations and policies and guidelines for monitoring and evaluation in the province; Oversee the coordination of fire safety and prevention programs in partnership with stakeholders and municipalities; Manage the coordination and monitoring of the effectiveness of fire risk reduction initiatives by sector departments and municipalities; Manage the development of programmes relevant to public awareness and research; Manage the development of reports on Fire Services including the Provincial Disaster Management annual report; Manage and support the implementation of the national fire service strategic framework; Manage and support the development and implementation of national legislation, regulations, standards and policies; Manage and ensure the representation of the province in all national meetings and working groups and stakeholder meetings; Provide support to the National Disaster Management Centre and advice to municipalities, sectors and other stakeholders; Manage the coordination of incidents and coordinate standard operating procedures for disaster response for the PDMC; Manage and solve conflict within Directorate; Manage the Budget of the Directorate; Manage the skills development plan of the Directorate; Manage the PMDS of the Directorate; Manage the audit finding and queries of the Directorate.
